Branches and legal entities are not the same
A branch is an operating location. A legal entity is the registered employer responsible for payroll, tax and government contributions. The application models both separately.

Controls that prevent cross-entity errors
When more than one payer is active, payroll cannot calculate without an explicit entity. Monthly statutory close rejects mixed-entity runs, and annual YTD is rebuilt from released payroll for that payer only.
